Pasca Brexit



Keluarnya Inggris dari Uni Eropa (Brexit), Jumat (23/6/2016), adalah kado spesial yang menyengat dan mengguncang perekonomian global. Beragam reaksi, imajinasi, dan letupan emosi muncul atas peristiwa ini. Inggris dianggap terlalu cepat meninggalkan Uni Eropa (UE). Beberapa hari sebelumnya, kebanyakan orang masih yakin, Inggris akan bertahan di UE untuk sementara waktu karena kondisi ekonomi global yang masih belum kondusif. Lembaga survei terkenal, seperti YouGov, yang teruji akurasinya, dibuat gigit jari dan tidak berkutik karena hasil prediksinya meleset dari perkiraan.

YouGov memperkirakan 52 persen penduduk Inggris memilih bertahan di UE. Faktanya, justru kebalikannya, 52 persen memilih keluar dari UE, unggul tipis (hampir 4 persen) dibandingkan dengan yang ingin bertahan di UE. Ini menyiratkan, rakyat Inggris mulai bosan dengan keterpurukan UE setelah krisis ekonomi dunia 2008, yang sulit untuk bangkit. Keluarnya Inggris dari UE agak terasa aneh. Rumor Inggris akan meninggalkan UE hanya terdengar senyap dan sayup di awal tahun. Tak seheboh dan sebising rencana kenaikan suku bunga acuan AS yang selalu membuat panas dingin pasar finansial global.

Kejadian tak terduga ini tak pelak langsung mengguncang pasar finansial global. Pasar saham dunia rontok. Dalam sehari, saham di Eropa anjlok 8,6 persen, diikuti Jepang 7,9 persen, AS 3,4 persen, dan Tiongkok 1,3 persen. Indonesia hanya turun 1,1 persen. Demikian pula pasar surat berharga. Imbal hasil naik signifikan karena harganya turun. Aset finansial secara kolektif pindah ke aset dollar AS yang risikonya rendah (safe haven) dan logam mulia.

Brexit bukan tak mungkin akan memaksa dunia merancang dan menata ulang perekonomian global. Memang ironis, rasa kebersamaan dan kesatuan di UE yang sudah terjalin lebih dari 43 tahun dinodai perpecahan.

Tak terbayangkan, bagaimana ke depannya? Dengan bersatu saja, pemulihan ekonomi UE sangat lambat dan tersendat, apalagi jika akhirnya bercerai, mungkin situasinya lebih rumit dan buruk lagi. Reposisi aset finansial global kemungkinan akan segera terjadi, yang bisa menjalar ke dalam perekonomian nasional.

Setidaknya ada empat pekerjaan besar yang akan dihadapi UE pasca keluarnya Inggris: (1) penyelesaian finansial antara UE dan Inggris sebagai eks anggota, (2) ancaman kian melemahnya pemulihan ekonomi UE, (3) potensi kian melambatnya pemulihan ekonomi global, terutama mitra dagang utama UE, seperti AS, Tiongkok, India, dan tentu saja dengan UE sendiri (new UE), dan (4) spirit mengikuti keluarnya Inggris bisa menjalar ke anggota UE lain yang berpotensi memicu bubarnya UE.

Kelihatannya, solusinya tidak akan mudah dan cenderung menambah kompleksitas masalah perekonomian UE. Masa depan ekonomi UE terancam makin buruk dan ini akan kian memperberat pemulihan perekonomian global. Kondisi ini tentunya akan memaksa Bank Sentral AS (The Fed) harus berpikir ulang dan super hati-hati untuk menaikkan suku bunga acuannya. Akan sangat logis kenaikan suku bunga AS ditunda dulu dengan besarannya yang lebih rendah. Tanpa kenaikan suku bunga saja, dollar AS cenderung dalam posisi menguat, yang makin mempersulit kinerja ekspor AS.

Dampak ke Indonesia
Bagi Indonesia, hal ini bisa menjadi kesempatan yang baik karena Bank Indonesia akan makin leluasa menurunkan suku bunganya-yang sudah turun empat kali berturut-turut sejak awal tahun ini-lebih dalam lagi. Itu pun tidak mudah dan ekstra hati-hati karena sangat tergantung dengan kondisi fluktuasi rupiah dan likuiditas di pasar.

Khawatir wajar, tetapi jangan sampai overdosis, dalam menghadapi keluarnya Inggris dari UE. Ketergantungan perekonomian Indonesia secara langsung relatif kecil dengan Inggris, baik dari sisi skala maupun besarannya.

Nilai transaksi ekspor nonmigas Indonesia relatif sangat kecil, sekitar 1,2 persen, begitu juga dengan investasi langsung (FDI) hanya sekitar 1,7 persen tahun 2015. Dari sisi pariwisata, turis Inggris hanya sekitar 2,6 persen dari total turis yang berkunjung ke Indonesia 2014.

Atas dasar ini, seharusnya Indonesia lebih mampu mengantisipasi dan memitigasi dampak negatifnya ke perekonomian nasional dibandingkan Thailand, India, dan Korea Selatan yang eksposurnya besar ke Inggris. Yang harus diwaspadai guncangan jangka pendeknya, ketika fluktuasi/gejolak pasar finansial global meningkat, yang akan merembet pada pasar finansial domestik, yang terlanjur didominasi oleh investor asing.

Penting untuk dipahami, walaupun pertumbuhan ekonomi kuartal I-2016 hanya tumbuh 4,92 persen, sebenarnya tidaklah buruk-buruk amat, apalagi kondisi ekonomi global tidak sesuai seperti yang diharapkan. Peluang perekonomian nasional makin membaik masih terbuka, dari konsumsi rumah tangga yang sekarang agak lemah. Ditambah lagi, guyuran pengeluaran pemerintah yang masih menjanjikan melalui stimulus fiskalnya.

Namun, dari sumber pertumbuhan yang lain, kelihatannya kita perlu realistis dan tidak berharap banyak. Investasi masih jauh panggang dari api, begitu juga dengan ekspor yang masih lemah karena terbatas, dan buruknya permintaan global.

Terobosan jangka pendek
Oleh karena itu, obat jangka pendek perekonomian Indonesia tampaknya sangat mendesak dan tak bisa ditawar lagi. Sinyal permintaan masyarakat yang sudah terasa lemah denyutnya harus diobati segera dengan obat paten, bukan obat generik. Tanpa dukungan konsumsi yang naik signifikan, tentu akan sulit menggerakkan investasi. Kalau konsumsi masyarakat berangsur membaik, ada harapan pebisnis/pengusaha akan meningkatkan produksi dan mendorong investasinya sehingga pendapatan masyarakat makin membaik.

Apa yang dilakukan BI dengan menurunkan suku bunga acuan secara agresif memang sangat dibutuhkan perekonomian nasional. Begitu juga pendekatan makroprudensial dengan menurunkan giro wajib minimum (GWM) bank, menaikkan batas bawah LFR (loan to funding ratio), dan menaikkan LTV (loan to value) untuk kredit perumahan.

Namun, kita juga harus mewaspadai beberapa statistik berikut: (1) pertumbuhan kredit yang cenderung turun ke 7,8 persen pada April 2016 dibandingkan akhir 2015 yang 10,4 persen, (2) naiknya kredit macet dengan rasio kredit bermasalah (NPL) meningkat ke 2,9 persen dari 2,5 persen pada Desember 2015, (3) kredit yang tidak dicairkan nasabah meningkat 3,6 persen di kuartal I-2016 (Rp 1.236 triliun), dibandingkan tahun lalu (Rp 1.193 triliun).

Indikator-indikator ini sangat jelas mengingatkan dan menyadarkan kita bahwa masalah utama ekonomi domestik saat ini adalah sisi permintaan. Kebijakan penurunan suku bunga, GWM, dan LFR lebih erat kaitannya dengan investasi, yang pada dasarnya adalah penawaran. Hanya LTV kredit perumahan yang dapat mendorong permintaan masyarakat secara langsung.

Dari pemerintah, 12 paket kebijakan yang sudah diterbitkan juga cenderung berkaitan dengan investasi dan pembangunan infrastruktur. Ini pun sangat kental berhubungan dengan sisi penawaran perekonomian, yang baru berdampak pada jangka menengah dan panjang. Belum lagi, ada banyak pihak menggugat efektivitas dan implementasi paket kebijakan pemerintah yang terkesan mengawang-awang. Tidak heran akhir-akhir ini ada desakan untuk mengevaluasi dan menyempurnakan paket-paket ini.

Stimulus fiskal yang sifatnya jangka pendek dan bisa mendorong konsumsi baru dari gaji ke-13 dan 14 untuk PNS dan pensiunan. Daya dorong konsumsinya mungkin terbatas ke perekonomian domestik, karena penerimanya tak banyak, diperkirakan hanya 5-6 juta orang dari 255 juta penduduk.

Terobosan berani pemerintah sangat diperlukan untuk mendorong konsumsi masyarakat sesegera mungkin sambil membangun rasa optimisme buat pelaku usaha. Dulu kita pernah melakukan Bantuan Langsung Tunai (BLT) yang kemudian diganti namanya Bantuan Langsung Sementara Masyarakat (BLSM).

Dengan program ini, jumlah penduduk miskin yang sekitar 27,7 juta orang (11 persen dari total penduduk) bisa mendapat uang kontan (cash) dari pemerintah. Biaya yang dikeluarkan pemerintah mungkin tak lebih dari Rp 20 triliun, tak besar dan tak terlalu berat buat APBN. Namun, dugaan saya, dampak penggandanya (multiplier) cukup besar dan instan ke perekonomian nasional melalui peningkatan konsumsi rumah tangga.

Solusi jangka pendek dengan mendorong permintaan domestik menjadi syarat mutlak untuk bangsa ini bertahan. Jika gagal memberikan solusi jangka pendek, program jangka menengah dan panjang yang didengungkan oleh Nawacita akan sirna begitu saja. Perekonomian kita sudah teruji menghadapi gejolak krisis ekonomi global 2008 karena struktur perekonomian bertumpu pada permintaan domestik. Brexit pasti mengganggu dan kita harus siap menghadapi risiko terburuknya.

Optimization Money Turned Into Slush Fund - House Members Playing with Projects



The Corruption Eradication Commission (KPK) has suggested that the optimization funds be taken out of the state budget because it suspected they were prone to being misused by corrupt House of Representatives members. A number of legislators are alleged to have acted as brokers to champion certain projects to receive funding.

The optimization funds, which amounted to Rp 58.36 trillion in the 2016 revised state budget, were meant to be a change from macro-management so as to meet the state revenue target and increase the efficiency of state spending. The fund was supposed to be used for the additional spending of ministries and state institutions, as well as regional spending.

The project that was "managed" by I Putu Sudiartana, a House of Representatives Commission III member with the Democratic Party who was arrested by the KPK on Tuesday, was allegedly funded out the optimization funds. The project was the construction of 12 road segments in West Sumatra worth Rp 300 billion.

In his efforts to manage the project, Putu, who has been named as a suspect by the KPK, allegedly accepted Rp 500 million in bribes.

The KPK's deputy for prevention, Pahala Nainggolan, on Thursday (30/6/2016) said that there have been a few examples of corruption involving the optimization funds. For example, there was the case of former Commission V lawmaker Damayanti Wisnu Putranti who was arrested by the KPK in January for allegedly receiving a bribe linked to a road project in Maluku.

Former House budget committee member, Wa Ode Nurhayati, was accused of receiving a bribe for helping some regencies get onto a list of recipients for the 2011 regional infrastructure adjustment funds.

Influence
A budget committee member from the Hanura Party, Dadang Rusdiana, said that principally the allocation details of the optimization funds are determined by the Finance Ministry and House budget committee. However, in its formulation, House members who have extensive connections can influence the government's allocation decisions. Such House members may or may not sit on the budget committee.

House members who act as brokers would contact a regional government or a businessperson in a certain region who wants to receive some of the optimization funds. The House member then asks the regional government or businessperson to send him their proposals, which the legislator will then support by lobbying the central government.

Usually, as recompense, the House member would receive a bribe or kickback from the businessman or regional government seeking to land the project. "Whatever system is put in place, it will still be breached by some members of the House. The loopholes will always be there," Dadang said.

A budget committee member from the National Democratic Party faction, Johnny G. Plate, added that the malfeasance could take place at the state budget committee level because the optimization funds are deliberated and decided there. "However, usually the opportunity to lobby presents itself outside of the committee's deliberations. In fact, by the time it reaches the committee, it seems as though everything is in accordance to the rules," he said.

Commission V Chairman Fary Djemi Francis said that the project involving 12 road segments in West Sumatra, which was allegedly managed by Putu, was never discussed by Commission V when it was first proposed by a work partner. The project only came up after the discussion was continued by the budget committee and the government.

"Commission V also does not know the details because we have never discussed road projects in regions in our initial deliberations. If it is like that, then it could be that it was regional transfer spending that was deliberated by the budget committee," Fary said.

Meanwhile, Johnny Plate explained that the road project in West Sumatra managed by Putu had been included in the spending list of the Public Works and Public Housing Ministry. He said it is possible that the project was inserted at the work committee level at the budget committee because it did not come up in the initial proposal to the commission.

Budgeting mechanism
The KPK has recommended that the optimization funds be abolished. The result of the KPK's study of the funds in the 2014 state budget has shown that there was potential corruption in the form of requested programs at ministries and institutions through them. This is indicated by, among other things, the KPK's analysis of the preview of the process, planning and use of the 2014 state budget, which shows programs or activities that used optimization funds that were not proposed by the ministry or the institutions.

Furthermore, there were also programs that were not proposed to the Finance Ministry and the National Development Planning Agency and also were not in accordance with the strategic plan. Some of the final results of the programs that used optimization funds were unclear and could not be measured.

Generally, the KPK is also working to close the "dark" spaces in the House budgeting system that are often taken advantage of by project brokers. The KPK plans to recommend the formation of a team to oversee the crucial stages of budgeting, as well as the removal of the optimization funds from the state budget.

KPK deputy chairman Laode M. Syarif said that the KPK will propose the involvement of a KPK team as observers during every budget deliberation at Commission V, which oversees infrastructure. He hopes that Commission V can give information about the stages of deliberation that are prone to corruption so that the KPK can carry out prevention measures before corruption takes place.

"We realize that the KPK does not have the right to intervene in internal House affairs, but if the KPK is asked it will be ready to help so that such incidents do not happen again in the future," Laode said.

Regional Autonomy Monitoring Committee executive director Robert Endi Jaweng said that supervision over planning, budgeting and disbursement must be tightened.

Robert also said the Constitutional Court ruling of 2014 that stated that the House no longer had authority over certain activities and kinds of spending must be implemented.
"With that Constitutional Court ruling, the House cannot discuss a budget down to the details of a project. As termed, the authority of the House is over the budget politics. This means that the House's job is to ensure that the budget politics is in line with the national development priorities," Endi said.

However, the arrest of Putu and a number of other House members by the KPK for allegedly accepting bribes linked to certain projects indicates that House members still have a say over everything, down to the details of the project.

House speaker Ade Komarudin said that he does not mind if the supervision of the budget deliberation process is stepped up. "Maybe tighter supervision can be done of the budget deliberation process, from the commission to the budget committee. Prevention is needed because the loopholes are always around there," Ade said.

If the optimization funds prove to bring about more corruption in the House, Ade proposed that the situation be resolved by using budgeting and macro-assumption determining models that are more accurate. "Of course, this must be discussed with the other House speakers, as well as with the finance minister," Ade said.

National Development Planning Minister Sofyan Djalil said that to prevent the state budget from becoming a corruption minefield, the government is trying to focus on funds and programs that are the priorities. The government is also trying to do the same at the central and regional levels.
